SSI student swimming pathway in Singapore: compare with SwimSafer

SSI publishes a six-level learner pathway, while SwimSafer is Singapore's national water-safety programme. They are different systems: confirm the exact curriculum, assessment and recognition before enrolling.

Short answer

The published SSI sequence runs from Aquatike through Swim Team Prep. A learner should be placed by demonstrated ability and the provider's assessment, not age alone. An SSI student level, an SSI teacher credential and a SwimSafer certificate are three separate things.

The six published SSI student levels

Level Published development focus Placement context
SSI Aquatike Supervised entry, breath control, floating, recovery and early propulsion Young children beginning structured lessons after basic comfort around water
SSI Preschool Independent floating, coordinated kicking, arm actions and breathing Preschool-aged learners ready for more independent tasks
SSI Beginner Controlled breathing, independent movement and foundation freestyle/backstroke School-age beginners or learners progressing from Preschool skills
SSI Intermediate More efficient freestyle/backstroke, breaststroke/butterfly foundations, starts, turns and endurance Independent swimmers ready to refine multiple strokes over longer distances
SSI Advanced Four-stroke refinement, consistent endurance work, starts, turns and finishes Competent swimmers preparing for higher technical standards
SSI Swim Team Prep Legal stroke habits, race skills, pacing, structured sets, lane etiquette and team readiness Advanced learners considering competitive or structured team training

These are concise summaries of Swim2u's current level pages, not assessment criteria or a promise that every activity is suitable at every age. The pages say progression is based on demonstrated competence rather than a guaranteed lesson count and that certificate availability and assessment arrangements should be confirmed before enrolment.

Five terms that should not be mixed up

SSI student pathway

This is the learner progression above. Ask what award or record is issued, by whom and after which assessment.

STA International Learn to Swim Programme awards

Swim2u also publishes an STA (UK) learner-award pathway. STA's official current awards page describes a private progressive aquatic pathway spanning Starfish, STAnley, Octopus, Goldfish, Angelfish, Shark, Advanced Swimmer and Platinum awards, with supporting awards available. This is a different naming and assessment system from SSI and SwimSafer. Confirm the exact series, award, current assessment standard and whether the provider currently delivers it before enrolling.

SSI teacher credentials

SSI Singapore's Level 1 and Level 2 pages describe teacher-training scopes that include parts of the SSI student pathway. A teacher qualification is not itself a learner certificate, and the letters “STA” in a learner-award page do not establish which teacher qualification an instructor holds.

SwimSafer

Sport Singapore describes SwimSafer as the national water-safety programme, with six progressive levels covering swimming proficiency and water-survival skills. Do not assume an SSI or STA award is equivalent to a SwimSafer level or produces the same certificate.

SwimFaster performance awards

Singapore Aquatics describes SwimFaster as the performance-focused part of its national SwimSingapore framework. Designated SwimFaster events use timed swims and tiered awards to introduce swimmers to a competitive environment after pathways such as SwimSafer, SwimBetter or SwimFurther. It is not another name for SSI Swim Team Prep, an STA learner award, or a general licence to enter every competition.

Ask which designated event and distance apply, how registration is submitted, which benchmark and award tier are current, and how the certificate is delivered. SwimFaster participation or an award does not by itself prove selection for a squad, school or national team.

How placement should be discussed

Age labels describe an intended teaching context, not automatic eligibility or proof of skill. Swim2u's level pages call for placement checks and coach review of technique, confidence, safety habits and consistency before progression. Ask the provider to observe water response, safe entry and exit, recovery, breathing control, floating, propulsion and relevant stroke skills before recommending a starting point. A nervous, returning or differently paced learner may need an earlier starting point even if they are older.

Questions to get answered in writing

  • Is the booking for SSI, an STA learner-award series, SwimSafer, SwimFaster or another programme?
  • Which exact level, series, award and current syllabus will be taught?
  • How is initial placement decided, and can it change after the first lesson?
  • What assessment is required and who conducts it?
  • What certificate, badge, record or other recognition is issued?
  • Which relevant teaching credential does the assigned instructor hold?
  • What are the current fee, lesson count, lesson duration, venue and group size?
  • What are the attendance, weather, replacement and missed-lesson terms?
  • If your goal is SwimSafer, is this booking actually registered for that national programme?
  • If your goal is SwimFaster, which designated event, distance, benchmark, entry route and certificate process apply?

Certification does not replace supervision

No course or certificate makes a learner drown-proof. Children and beginners still need appropriate, active supervision around water, and practice should match the learner's demonstrated ability.

Common questions

Is the SSI student pathway the same as SwimSafer?

No. The SSI student pathway is a private learn-to-swim progression, while Sport Singapore describes SwimSafer as Singapore's national water-safety programme. Ask the provider which programme, assessment and recognition apply.

What are the six SSI student swimming levels?

The published sequence is SSI Aquatike, SSI Preschool, SSI Beginner, SSI Intermediate, SSI Advanced and SSI Swim Team Prep. Placement should reflect demonstrated ability and the provider's assessment, not age alone.

Does an SSI teacher credential mean a learner receives a SwimSafer certificate?

No. A teacher credential identifies an instructor's authorised SSI teaching scope; it does not by itself establish a learner's award or eligibility for a SwimSafer certificate.

What should I confirm before joining an SSI student programme?

Confirm the exact level, placement method, syllabus, assessment, certificate or recognition, coach credential, lesson count and duration, fee, venue, group size and missed-lesson terms in writing.
